Open the email with the PDF attachment and tap that attachment once a new PDF document into iBooks on your iPhone, iPad, or iPod Touch. Connect your iPad to a computer using a USB cord (or Sync over Now open iBooks on your Mac and wait patiently for the PDF to appear. The iPad lacks the ability to attach a document to an email message from the email attaching a limited selection of documents including PDF files and images.

If the attachment problem only occurs on one email account, then try to delete the problematic account from your iPhone and then re-add it. The email account will then be removed.

They may be able to reset your email account if necessary using appropriate tools on their end.
